The website feature to submit your own article has been removed.

It is related to this issue here so the plugin was removed to restore normal operation of the website again. The plugin in question was “TDO mini forms”. It allowed ANY user the ability to submit a post/article. I had set it so that only people who had “registered” on our site could submit articles if they choose to. However, those articles would still need to be reviewed and approved by a system administrator.

That feature (and plugin) remained, even after the forum had been implemented. Since this is sort of doubling up on the same thing – might as well remove it. I pinned the site access errors by viewing the error_log file via FTP

The issue was directly related to TDO mini forms 0.10.4. There is a new updated version out, although I see no need to continue providing that particular service anymore.
