Kim Seng, ATA-WA Head Instructor of the Peel Region, received his officiating diploma at the IR officials confirmation at the Loong Palace hotel in Beijing , China. Kim was selected by the World Taekwondo Federation as one of the International Referees to officiate at the occasion of the 2007 World Championships.

Kim Seng, taekwondo International Referee won the WA Sport Star awards for Sports Officials beating finalists from the sports of cricket, netball, badminton, football, hockey, billiards, lacrosse, table tennis, waterpolo, calisthenics, diving, gymnastics and swimming.
The award is recognition of Kim’s efforts and performances in taekwondo refereeing and judging for the 2006 year which culminated in his best referee award at the 2006 World Cup Taekwondo team championships (held in Thailand). Other significant efforts as the referee director at the 2006 Commonwealth championships (held in Brisbane), the referee director at the 2006 Oceania championships (held in New Zealand) and as the practical instructor for referees at the World Taekwondo Federation International Referee course held in Sydney in 2006.
He was also appointed the referee chairman for the Lucifonia Games in Macau but declined due to work commitments that prevented him from officiating at that event.
What is most meritorious about Kim’s WA Sports Star award is that he is one of only four WA Sports personalities that have won 2 sports categories in the history of these awards which commenced in 1956.
Kim has previously won the Service to Sport award for 1999 year for his administrative and management work with taekwondo sport. The other three double category recipients had been Shirley De La Hunty (Strickland) from athletics (sports star athlete and service to sport), Don Stockins from badminton (service to sport and sports official); and Ric Charlesworth from hockey (sports star athlete and coach).
Kim is the only person from taekwondo sport ever to have won any of the WA sports star category awards since 1956.

Kim Seng was invited to oversee the New Zealand national team selections held in Christchurch on 10th December 2006. This event was significant in that it was the first official TNZ selections held since it got its full recognition with their NZ Olympic Committee. The competition included their best players from all taekwondo clubs in their country and TNZ wanted to ensure fair and unbiased refereeing and judging.

25 International Referees officiated at this event which was attended by 12 Commonwealth countries. This event was the 3rd edition and held in Brisbane, Queensland, Australia. The referees were represented by Australia, Brunei, Canada, England, Malaysia, Scotland, Singapore and Sri Lanka. Top honours went to Australia for the poomsae competition while Canada took out the seniors sparring and Australia won the junior sparring. The referees who were qualified poomsae judges also judged the poomsae competitions. The ATA-WA is represented by Kim Seng as the Referee Director (Mandurah, 3rd from right front row in the photo) and Raffaele DiRenzo (Morley, 2nd from left back row).

The Commonwealth Taekwondo Union (CTU) confirmed its Referee Committee as: Kim Seng (Referee Chairman, Australia), Chris Codling (England), Linda Kwan (Canada), Kevin Woon (Malaysia), Bethany Fabricius (South Africa), Bill Darlington (Scotland, and representing CTU Executive), and Lim Teong Chin (Singapore, advisor to the CTU referee committee).
